How do I restore a file that was backed up using NDMP to a local solaris disk???

you can't. well not easily.
NDMP is designed to restore to the same vendor as wrote the dump.
so if you ndmp dump from a netapp, you restore to a netapp.
now....
since ndmp dump/restore is ufsdump/ufsrestore you can mount the tape and use mt to position it and then run ufsrestore on the tape.
crossing tape boundaries is... fun.
