Has anyone ever heard of a NetApp FEAR report? I've had several people ask me about running it, but I can't figure out what they are talking about.

Never heard of it, I'm trying to deduce from the acronym ... maybe Filer Environment Audit Report? What context are people asking about it in? Performance? Filer health? General report?

I googled it and came up (mostly) empty, but there was one link that referenced a filer health report from OCUM. Maybe that's what they're talking about.

By the way, that function isn't available in OCUM any more, you can get something similar from Insight though. Unfortunately Insight is pretty expensive, although I think you can get a 30 day trial key if you ask your rep.
