Hi Dave,
For anonymous ftp access, then you only need one entry in the filers' /etc/passwd file, namely the "ftp::65534:65534::/path:" entry.
You should use a Unix qtree, since the files accessed must not have ACL's on them. However, you do not need an NFS license.
You will also need to enable ftpd: 'options ftpd.enable on'
