Actually, that's a good point - is the option wafl.root_only_chown set to "on"?
This is the default so you may want to check it. If you turn it off, the owner should be able to chown a file that he owns.
Also, I seem to remember that some older BSD-based UNIX's (like SunOS 4) have the chown command check the effective UID of the process and if it's not 0, it command errors out before you it even talks to the filesystem, local or NFS.
Again, something else to check.
