I will plan for peaks and surges, but the rating listed on the power supply does not represent the starting or running current of the equipment. Our 740 is topped out at 1TB, so we won't be adding any more shelves or drives. The current draw should remain static.

In my experience, trying to do this is bad. Use the numbers provided by NetApp and size according to them. Forgetting that you sized things tightly and plugging in one extra thing down the road is sure to lead to problems.
