If by 'location' you mean a different NetApp, NetBackup calls this "alternate client restore". NetBackup NDMP supports this beginning in version 3.4 which was released recently.
If you mean a different directory, NetBackup calls this "alternate path restore" and NetBackup NDMP has supported that at least as far back as 3.2.
