This is an error in a pretty fundamental part. Basically, the message means that the PCI/ISA bridge chip (SIO - Intel 82378ZB) has a problem. Since this is just about the very first test in a filer at power-on, it could be indicative of a number things, such as clocks, interrupts, or PCI operation.
There is no workaround. I think you'll have to RMA your motherboard.
