If the snapshots had been busy as a result of a "dump" command being active it's been my experience that one can persuade the dump to fail and that will release the busy lock.
Can it really be that much worse with NDMP ? Can't the outstanding dumps be killed off with judicious use of "ndmpd kill" ?
