I have been speaking to engineers at Network Applications who assured me that it is possible to create the WHOLE of a ClearCase VOB (including the db) on a NetApp filer (and any other NFS filer for that matter).

I'm afraid I'm not terribly familiar with the ClearCase application myself, but an extensive amount of work on ClearCase interoperability with filer based network storage has been undertaken here at NetApp.
