I know that I pointed out at some point that behavior should be documented, and I believe it was. Assuming it was, and you didn't read the documentation, then you have a conflict of cultures - one person will assume it behaves one way by default and another will assume the other. Whichever is chosen isn't nearly as important as documenting the behavior and making sure people read the documentation!
