Just curiosity,
I don't know, but ONTAP uses standard Olson zoneinfo files, and this change to the US zoneinfo files is in the Olson database by now, so you can just copy those into /etc/zoneinfo on your filer. Although of course they'll revert if you upgrade ONTAP in the standard way, and you'll need to repeat the process. If it's just one zoneinfo file you're interested in, put it in under a non-standard name (that with luck won't get overwritten on an upgrade) and use that name in your "timezone" command. I remember doing that during the great October 1995 shambles with the UK timezone.
