Yes, I was curious about this one myself. Apparently it is a "background process needed for cc to function." Or actually, "the devsrv program needs to be started before make, cc, ar, or ld can be used, and it must also be run on the same drive where the Korn shell is located."
I'm still not familiar with it from UNIX.
