Just an FYI...NetApp has put a "Panic Message Analyzer" onto the NOW site at http://now.netapp.com/NOW/pmsg/pmsg.cgi I pasted the Panic message below into the analyzer and it came up with the same conclusion:

Bug Title: quota on/resize can panic the machine
Description: If user or group names are specified in /etc/quotas and a name cannot be resolved using /etc/passwd or NIS, the filer will panic when reading the quota names file during a quota resize or quota on.
Workaround: Avoid doing quota resize and quota on, or use numeric ids to specify users and groups, or make sure any names used will resolve.
Suggestion: Upgrade to release 5.3.6R2

I received many answers : one solution is to reboot the netapp with floppy, at the menu choose "boot without /etc/rc" then delete the offending quotas file. In my case the error came from an unknown user being assigned a quota.
But ... this problem is already known by netapp which kindly created some time ago a new release of data ontap ( bug number 26472 corrected by 5.3.6R2). I'll wait for my NOW account ...
The filer is now up and waiting for my next error :)
