If you do the ndmpd status from the console what do you see?

There is a quirk that some of the commands issued in rc actually are "finished" after the rc file has completely run. "ndmpd on" is one of these. If you do ndmpd status from the rc file, it will not show that it is on yet because the action hasn't been taken yet. If you see that ndmpd status shows that it is on from the console, I guess that this is what you are seeing.
