you do need to have some ram to boot....
the F740 uses PC66 168pin ecc ram an example of which can be found at:
http://www.memoryx.net/neapnef7me1.html
you can do a little ebay searching and find some cheap replacements...

I don't recall the configuration in there, been a LONG time, but remove half of it (if you can) or Ebay it..its gotta be cheap by now.

Have try to boot with 1 Simm or 2 simm on difference slot with same result. Do I need all the 4 simm to boot?

You don't need all 4 to boot. You only need one for the system to boot. It should bitch and whine, but it'll come up. Otherwise... do you have any other filers you can hook the shelves up to, just to pull the data off with? If no combination of memory in slots works, you may need a new motherboard.
Oh, and when you say you pulled out the pci slots, did you keep the nvram card in there? With out that, the filer won't boot at all. I'm not sure if it'll cause the 'black boxes on the LCD', but it wont' boot with out the nvram card.
