Toronto, Jan 14, 2000: Greenpeace condemned AECL (Atomic Energy of Canada Limited) and Transport Canada today for endangering the Canadian public by flying plutonium from Sault Ste. Marie to Chalk River Ont. The shipment was flown by helicopter without any prior notification.
The transport was made despite the fact that the US environmental assessment for the shipment says that such transports would be prohibited in the US under the law and that they rejected air transport due to its greater risk.
The AECL made this transport using a transport container (type B) which has been found to be inadequate for air transport. In fact, in 1996 Canada supported an IAEA decision to require that plutonium be shipped in a new and more robust type of container, the type C container, which was to replace the less robust and inadequate type B transport containers.
This transport does not comply with the new international standard." , said Greenpeace campaign director, Steve Shallhorn. "Industry and government have been reckless and utterly irresponsible in choosing to use an inadequate and outdated container. It would appear that making this transport in secret was more important than guaranteeing that this shipment be made in the safest and most secure fashion." Flying plutonium is just irresponsible and reckless." said Shallhorn, "The US itself rejected air transport of this shipment saying that it was prohibited by law and considered more hazardous than ground transport due to the potential for greater distribution of radioactive materials in the event of a major air accident."
Touted by the Prime Minister and AECL as a contribution to nuclear disarmament, the Parallex test is to bring samples of Russian and American plutonium (in the form of MOX nuclear reactor fuel) to AECL's Chalk River facility in order to test the suitability of the fuel for CANDU reactors. The shipments were to arrive within two weeks of each other, first by late spring, then summer, most recently by the end of 1999.
The Parallex test is about selling CANDU reactors and propping up the dying, heavily subsidized nuclear industry in Canada. Not one bomb will be destroyed by this program and Canada will be stuck with an even worse nuclear waste problem." Said Shallhorn.
