There is a 2 node version of DFM that is available for free (2 node means up to 2 managed appliances). You can get it by talking with your Netapp sales person. It can generate a per user usage report via the GUI or via the CLI.

I could have sworn there used to be a way to run a quota report that would breakdown the usage by user. Has this changed in newer versions?
