My guess is that 6.5.1R1 was removed due to the many problems it had and replaced with the 6.5.2 offering. As I mentioned before, 6.5.2 is no bed of roses. So if you must go up, go for 6.5.2P6 to fix a couple of nasty problems.
My experience with 6.5 says stick with 6.4 releases if you can. Unless you absolutely need the new features of 6.5.

I know because I'm running 6.5.1R1 right now and cannot upgrade DFM without going to 6.5.2.
