Depending on how big your flashcard is, you could be able to boot, from the 'CFE>' prompt by using the command 'boot d', which should read from the backup partition. Hopefully, it contains a 7.0 boot image.
If not, you can netboot your Fas270 on 7.0. It's quite easy to do on those systems.
First you setup the interface for network connectivity.
ifconfig e0a -addr=192.168.1.27 -mask=255.255.255.0 -gw=192.168.1.254
Once you've done that, you can feed it
netboot http://righthook.net/netapp/netapp-mips (or wherever). It's just the command netboot, followed by a URL you've downloaded the boot image to.
If that doesn't work, you should call NetApp Support. There's dozens there that solve this problem all the time.
Hope that helps! -Blake

In order to revert you'll have to boot 7.0 into normal Data ONTAP and then do "revert_to 6.5".
The older version doesn't have any knowledge of the format of a newer version as the newer version didn't exist when the older version was developed.

Hi,
i have a Problem with a FAS270, the Ontap Version is 6.5.5P9, but the Raidlabel is from Ontap 7.0.
In which Mode (maintenance or other) can i use the command "revert_to 6.5.5?" I can't find the command in the Maintenance or the CFE Mode. The FAS270 is down and halted.
Thank You
Soeren Daehnrich
