Ndmpd status, doesn't revealany active ndmp sessions. These snapshots date
back to 17 Aug. Any other way out..avoiding reboot

No, not a chance that it is the backup software (NDMP client).
Consider this - if your network link goes down your backup (NDMP
client) is aborted. Since you have no network link there is no
way the backup product can do anything in NDMP to abort or cleanup
the backup running in the filer. The filer has to be able to clean
up from the NDMP session socket "going away".
Since you have "failed backup processes" the NDMP session is
closed on the client side. So it is OnTap that is not functioning
correctly.
You might try looking for the NDMP sessions with "ndmpd status"
on the filer and then kill any that are running with
"ndmpd kill <sessionid>".
