I wouldn’t mind getting it running. The part I don’t really have experience with is the DB9 connectors, if those cables are hundreds of dollars then I might back out.
I assume the v3170 is newer than the 3020 I have running my lab which continues to run along with the only downside of being on 7.3.7.

You do have a V3170 and original DS14 shelves with LRC’s there. Those are an odd match as the controllers are much newer than the shelves, and the controllers are still pretty old to begin with. The LRC’s are not ideal (they are a hub and not a switch and one drive or bad FC component can cause a panic). You won’t be able to get past Data ONTAP 7.2 with those. If you were going to use these for anything other than fun or lab testing, you should get ESH modules in there or just buy new shelves. The optical cables you pointed out won’t work for you as they are singlemode and you would need multimode. You need NetApp part number X6515A (LC-SC). Some of your DB9-DB9 cables are also broken and should be removed. I can help you get that dinosaur running if you want, but may not be worth the time for you.

So you got yourself some ancient equipment. That shelf looks like it could be an original DS14 shelf with LRC (loop resiliency circuits) for the connection to the filer. Too fuzzy to tell for sure. That shelf has not been supported in ONTAP for quite some time (well before 8.0)
I don't think you will find any supported configuration for that head and that shelf. Even if you could, cabling is an issue. Looks like only optical LC Fiber connections are on the Filer heads.
The LRC has a DB9 at the shelf and usually an HSSDC or HSDDC2 at the Filer head.
Personally....I would not waste any time on this. Find another supported shelf (refer to hwu.netapp.com).
