The standard fix for mailing lists is to close them off, to rig them so postings are only accepted from subscribers.
This introduces a couple of problems. For one, it's an ongoing irritation for people who use multiple email addresses; they have to remember which one they're subscribed on and make sure they send postings from that one.
And it also blocks out people who want to post a quick question without subscribing, which is sometimes legitimate.
So if you put this kind of blocking in, it's nicer if messages from non-subscribers are held for manual approval by a list owner, rather than being blocked.
Much as I hate spam, I tend to recommend not putting up that kind of restriction unless the spam turns into a recurring problem. The cost of ignoring he occasional piece of junk is less than the hassle inflicted by extreme measures to try and prevent it.
