Yes, you can always shrink flexible volume up to occupied space. This operation does not cause any fragmentation.

What factors do I need to consider when resizing a volume downward? Will I always be able to shrink an over provisioned volume down to near the size used or do I need to worry about fragmentation or the WAFL equivalent?
I ask because we've been using thin provisioning on a new filer in cases where we sense the customer might be overestimating their need (I know we're the only shop where this happens). But now that filer is about half full and we'd rather not need to stress over whether it's oversubscribed if we could just make it all Thick and reclaim any hoarded space when we need to.
