I don't think you need the "@" at the beginning of the netgroup. Here's a line from one of our filers' exports file:
/vol/vol1 -sec=sys,rw=mpd.andc.hosts,root=mpd.andc.netapp.root_nodes
Both of those entries are netgroups in our NIS domain. I do remember that there was some OnTap requirement to export root equivalent to a netgroup, but I think that was fixed in the 6.5.x line.

I think ONTAP supported NFS exports to netgroups even before ONTAP 5.0 when CIFS was introduced.
The /etc/exports syntax changed between 6.4 and 6.5 so you might want to read up on that.
