I received this same condition with a FAS3040 RLM. What I found out was if using Putty Release 0.60, I could use the default settings and not those recommended in NetApp KB8736 and I was able to connect to both RLM and normal SSH sessions to the controllers. Try this.

Have FAS3020 single head running ONTAP 7.0.2 at customer site. I have no problem using PuTTY ssh to access the CLI of the FAS.

The RLM responds to ping and I can connect to this without problems using OpenSSH (version 3.8.1) from http://sourceforge.net/projects/sshwindows/
However when I try using SSH in PuTTY to connect to the RLM, I get as far as entering user and password, then the sessions seams unresponsive and appears to "hang": rlmroot@myfasrlm's password:
When I then press CTRL+D to close the session, I briefly see the RLM prompt: RLM myfas>
In PuTTY, as template for the ssh session to the RLM (myfasrlm), I use the ssh session (myfas) I created for the FAS "normal" ssh access, registry entries for that shows the settings:

Has anybody got an idea what the problem is with the above - do I need to change a setting or two?
I can of course implement OpenSSH as work around for the customer, but customer prefer PuTTY (for obvious reasons).
