This not necessarily true. Last time I've changed it, the filer responded endlessly with error messages about the time being changed manually...

Steps 1 & 3 seem unnecessary. [ Well, you did ask... ]
All the timed apparatus does is to periodically synchronise the clock using whatever method timed.proto specifies. It doesn't stop you changing the clock in other ways, at your discretion.
