There is an environment variable at boot
printenv
Set the partner to blank.
Then license cluster as blank. Remove any cluster cards.

remove the CLUSTER license I am not sure of the exact way you can do that with 6.3.X and greater, you can use license delete command (unavailable in your DOT version) reinstalling (or upgrading) the system should be a solution : boot the Filer with floppy and select 4 : zero disk but it will erase all of your data on disks
