The reply I got to queries about three way backups, was the the tape library could be attached to the admin host but was better attached to one of the filers.

PS. I've been working on a QR solution to our backups for the last month+ and so far I like what I've seen.
According to the release notes QR does support 3-way NDMP backup and recovery.
