Sure, we use it exclusively, and I imagine quite a lot of "small" sites (by the standards of this list) do as well.
If you are used to rolling your own backup scripts using the various descendants of BSD dump (e.g. Solaris ufsdump) then ONTAP dump fits in there snugly, even to the level of using a compatible format (with certain caveats).
If by "short falls" you mean "bugs", then I get the impression that there have been more in the NDMPD interface than in dump recently: that's not surprising given their relative ages.
