It's insane. You're overdesigned. I applaud the attempt at structure - it's impressive that anyone out there would actually let their work environment be that structured - but it's too much. Scale back, and just deal with the fact that you have to share snapshots and filesystems sometime. Quotas and proper permissions take care of the rest. Proper monitoring prevents "running amok" from becoming critical.
