did you tried to make a sysstat during the operation ? sysstat 1 would give you CPU consuption of the Filer if it reach 100% then, your Filer is not powerfull enought what about the version of your Ontap ? version and how the netapp see the tape ? sysconfig -t sysconfig -m what device do you use ? ie what is the dump command you execute ?
