By default Cisco sets flow control to enable on the send side only. To enable flowcontrol in both directions as desired:
set port flowcontrol 2/1-12 send desired set port flowcontrol 2/1-12 receive desired
If you are going to make these kinds of changes to other switches in your network, do the far ends first so you don't get dropped.

I am not a cisco engineer, but would like to know if this is

believe it should be both on.
This is the configuration that was necessary on our site (and the same with IOS-based switches). It was also recommended by our local NetApp people.
I guess this makes it as 'correct' as possible.
