Some real numbers would help. What's the sysstat output look like? Network traffic? What makes him think it's slow? How's he actually measuring it?
additionally how well patched are his Solaris systems? (covering such things as the hme driver fixes, NFS patches, are the interfaces definitely all running at 100mbps, etc.)
