What release of Data Ontap are you running?
If it is pre-5.3.6, ONLINE burt 20847 looks like a likely culprit.
The description indicates that a snapshot is left locked when an NDMP backup is killed. ndmpd status shows nothing, and ndmpd kill has no effect.
The stated workaround is to reboot the filer.
It also says that the burt was fixed in 5.3.6...
It definitely does not seem appropriate to blame the NDMP client. It is a filer specific issue. Apologies to Steve Kappel. But I bet his blood pressure wasn't high enough. ;)
I also apologize that there is no way to clear the snapshot other than rebooting the filer.
I believe that in the near future, Ontap will have an enhanced 'ndmpd kill' command that will be able to resolve issues like this, without a reboot or upgrade.

No, not a chance that it is the backup software (NDMP client).
Consider this - if your network link goes down your backup (NDMP client) is aborted. Since you have no network link there is no way the backup product can do anything in NDMP to abort or cleanup the backup running in the filer. The filer has to be able to clean up from the NDMP session socket "going away".
Since you have "failed backup processes" the NDMP session is closed on the client side. So it is OnTap that is not functioning correctly.
You might try looking for the NDMP sessions with "ndmpd status" on the filer and then kill any that are running with "ndmpd kill <sessionid>".

This is not a function the filer, it is an error in the backup software
that
is not cleaning up properly.
You have to reboot first.
