That means, he was in "advanced" or "diag" mode, when he typed the command... (As far as I can tell, he doesn't mention which one, but he changes the priviledge level in previous chapters, e.g. when discussing 'secd')
I don't have a 8.2P6 system at hand to verify, but I'm pretty sure the command will work if you go to advanced or diag mode...
