u certainly don't have this command available because the system is not fully install
after zeroing all disk in order to install a new system, do it,
then you should have this command
if the command is still unavailable
try this :
rc_toggle_basic
disk_fw_update

if you still have error message, you could have to get last firmware for disks you have and the last qual_devices file
you can get them on now.netapp.com site (look for disk fw and matrix)
