tried that too. When I did the reinstall, I just did the software download <filename>; then rebooted. Did I have to do install even though it was the same version?
I will check the hosts.allow. Interesting that port 443 and 80 are listening for that filer IP.. but I get the 404 error, not even the "HTTP is not enabled" screen appears...

Other two suggestions:
1. check the options httpd.admin (ssl)
2. check the hosts.allow
It seems given you've re-installed ontap all of the files should be in the correct spot.
