I don't believe this would happen just within Netapp software.  You would need a 3rd party data mover (backup software - netbackup, rubrik).  It would also need to support snapdiff if you just want to be reading diffs.  Many of these products will write only incrementals to the s3 back and storage though, regardless of how its reading the data.

It must be block based and not file based backup.
