the only resolution given by support was to do a software install of the current ontap version without doing a download.  we did not want to do that on a live filer even though it's likely pretty safe.

we are planning on doing an update to 7.2.1.1 in the next maint window instead.

it is still not functioning and like you everything i tried with the autosupport options did not work :)

Hi there,
Did you get a resolution to your problem? Looks like we got hit by
the same bug. One of our filer (running 7.0.2) suddenly stopped
working. Its partner works fine.
One thing I noticed is this:
On the filer where it stopped working:
options autosupport.doit
autosupport.doit             WEEKLY_LOG

On other filers where it works:
options autosupport.doit
autosupport.doit             DONT

Even if I change it to DONT, it doesn't seem to stick.
Anyways I too have opened a case with Support to see what they advise.
