Just one add-on:
The throttling works usually at the network layer.
So if your source and your destination is on the same filer, throttling doesn't work, unless you set the following option:

snapmirror.volume.local_nwk_bypass.enable off
(by default it's "on")

and, YES, according to the documentation, this is strictly for VSMs, but I thought I'd mention it anyway for folks browsing this thread and maybe running into the "VSM doesn't throttle" problem...

Wouldn’t these options throttle QSM as they do for VSM?

replication.throttle.enable  off
replication.throttle.incoming.max_kbs unlimited
replication.throttle.outgoing.max_kbs unlimited
